Yes that is what I could do if I had 2 blocks. But I only have the content type content -not a block- and the block which is now sitting atop the content type content.

Hmm, if I understand you correctly, then all you need to do is, got to the block page, and reorder the different blocks that are in the same content region by dragging them in order using the handles on the left. Don't forget to save.
