[support] Drupal 7 Panel layout issue

I have the same problem. I've checked permissions and they are set 
correctly. However, you lost me when it  came to 'web folder tree is 
owned by the http daemon' Could you point me to some documentation 
regarding help on this. Thanke. Howard
