You go to the admin/config/performance (D7) or
admin/settings/performance (D6) page and click the Clear cache button
(D7 it is at the top of the page, D6 is at the bottom of the page).

You will need to be able to log into the DB to fix the issue.  I do
not think that clearing the cache will help.
