[support] Cron executes on going to site

I'm not seeing it on the source of the page but maybe in Drupal.js.  I
don't see a module or setting to enable/disable something like
poormanscron.  What ever is running the cron executes it twice with
one being while the first is still executing based on the dblog
report.
