[support] sending blank emails

All necessary modules appear to be enabled. The only thing odd in the logs its that the Filtered HTML text format is missing.  When I try to recreate Filtered HTML as a new format, it says it already exists. Very weird.

Anything interesting in the system log files?  Are your modules
enabled properly?  Be sure to clear any cache data.
