[support] Problem with drop-down menu

For some reason, the drop down menu only appears on the "counties" page. But, you probably already knew that. I wonder if there is a setting that inhibits certain parts of the menu items under counties, except for the counties page. Sorry I can't be of more help. I've been struggling with a site upgrade myself.
