[support] Broken CSS

This site http://tinyurl.com/koas49y (I prefer not to publish the URL)
looks fine to me in whatever browser I check. But one of the owners
says that the top background image and the title of the site itself
don't appear for her. She uses IE but I'm not sure which nor which
Windows--she did recently upgrade both at my suggestion.

Anyhow, any ideas what might be wrong?
