[support] install.php isn't opening when upgraded to ubuntu13.10 and apache2.4

Hello all.
I'm hoping that someone can help or direct me of which way  I should go here, but I have just, a few days ago, upgraded my server to ubuntu13.10 and in turn of that, upgraded all of it's packages and that will be including, apache2.4 and php and mysql. the problem that I'm having right now is that I can't get my drupal instance to open, meaning that it's not showing anything… if you go to http://kjscradio.com/blog, it doesn't show anything. so, then, I have tried completely removing drupal from my server and reinstalling it and still no dice. does anyone know what could be the cause of this? could some .php extensions gotten changed on me and I have to reapply the requirements? thanks.
