[support] install.php isn't opening when upgraded to ubuntu13.10 and apache2.4

okay. I have .php errors displayed on and here's what it says. "
Fatal error: Call to undefined function json_encode() in /home/kjsc/web/www/blog/includes/common.inc on line 5000". Keep in mind, this happens when I go to http://kjscradio.com/blog and that comes up… do I need to change something in that common.inc file? or do I just need to worry about the extensions. note, I have looked at the extensions and it looks like everything is enabled and ready to go. but yeah. and… also, this is from the newly installed .tar package.
