[support] Question on Drupal link syntax

What, if any, difference is there between these two link formats?They both
appear to produce the same content;  Is there any reason to use one over
another?
I remember early on, I read that I should have Clean URL's turned on, but
don't remember any significant reason.
Someone here asked, and I didn't really have an answer.
