[support] Has anyone successfully installed Dev2Desktop on a Windows 8.1 system?

Been trying to do this for someone without success.   It installs 
seemingly OK when when trying to start it I see numerous permissions 
errors along with apache (no permission for this website) errors?

If successful please share any circumventions you may have had to 
make?   Thank you.
