[support] D7 upgrade returns to info page

Hi,
I have a D6 to D7 upgrade i'm trying to run, and I keep getting the info 
page with the continue button. There are no errors or messages, and i've 
stepped through the code and it says D6 is up to date. It just looks 
like it never catches the D7 core updates and runs them.

Any ideas?
