As you guys found out, that issue has nothing to do with any module, but with the Drupal install process; I can't find the issue right now (and that has happened to me too!), but I am sure it is well known, so I would agree it is not worth reporting,<div>

The issue seems to be a requirement for the same file with two names<br>
(default.settings.php and settings.php) to be present. That does not seem<br>
right to me. Is this worth reporting?<br>
