form api ?<br>
For the first case, webform support i18n module (remember to patch the<br>
webform core to support the field data translation otherwise you'll can<br>
translate only the fields title).<br>
For the second case remember to use t() function.<br>

It both case you can use the drupal's translate interface or you can use<br>
.po file. I prefer the drupal's translate interface.<br>
