If you need to access the web-server on the server itself, and you don't have graphics installed, you can use links (there must be a package for it on ubuntu). Links is a text-based web-browser, handy for headless servers. <br>

</div></div>You need X11 system on the server side and sshd capable of forwarding<br>
X11, then you login from the client with $ssh -Y to enable GUI.<br>

You don't need full blown X11 system, there is fake X11 for this tasks,<br>
for example xvfb or kdrive(??).<br>

I don't think you need window-manager for this.<br>
