<div><br></div><div>I didn't quite get Step 2, but make sure if it is a fresh install you are starting out with a completely blank db (no data or tables). Assuming that you have read all the README documentation and followed the instructions for installing both, nothing you have described is "wrong."</div>

The sentiment "I'm doing it wrong" is dangerous because users who express this are perhaps doing everything that seems intuitive to them, but there's a usability or design problem that exists and subsequently leads to the error. This user's perspective is really valuable for those of us developing Drupal core and modules; it provides a use case not yet considered that we can fix.</div>
