You need to check it into list links where you have added links to your created menu.<br>See there are structure of menu<br>1 level - Create Menu ex. Footer link<br>2 level - You have to add your links into your created menu Ex. contact us, privacy policy...<br>
And arrange that menu into footer region using Block list<br>When you will add your links into menu after that your menu will get display into assigned region.<br><br>Hope this will help you.<br><br><div class="gmail_quote">

Is the menu visible with any roles? Could be a permissions problem. Do you<br>
have the menu actually placed into a region? You might move the block into a<br>
different region and see if it shows there. After that... styling? You might<br>
have the DIV hidden, maybe?<br>

and list links I do see the links to the terms with in the menu I choose.<br>
