I'd recommend adding <br>
echo $_GET['q']; exit;<br>
in index.php to see the address that the code is looking at and
see if that matches what you're expecting. Sounds like there might
be a problem in the .htaccess conversion.<br>

htaccess problem. Have you tried accessing a static file,
like CHANGELOG.txt or something in the files directory?<br>
<br>
FYI - I used WAMPSERVER for years and always had little
problems similar to this. I dumped it and went to EasyPHP
last year and haven't looked back, although I've been moving
more and more to vagrant for the bigger client sites.
