[themes] page-front.tpl.php not visible

Hello all,

I've created my page-front.tpl.php page to allow me to style differently
from the the site. Unfortunately it is not showing up. I've gone to: Home
» Administration » Configuration » System and attempted to use the Default
front page with no success. I'm using a local test platform, so have
entered: http://sitename:8082/ but don't know what to add after that.

I've researched it on this site, but seem to only get answers for drupal
5.0...... What am I missing or what have I done wrong.

Any help and/or guidance would be greatly appreciated.
