[themes] I can't seem to get "vertical-align: top; " to function at all with the theme "Framework"?

The vertical-align property only applies to inline, inline-block, and
table-cell elements.

By default, <div>s should have all inner content begin at the top left. What
are you trying to achieve, based on your given markup? If you are trying to
align the given image to the top of the browser window, it's likely the
<body> has some margin or padding you have to override. Use Firebug to
inspect the whitespace you are seeing.

You should probably be using the background-image property instead of image
tags if the image is fundamentally part of the theme and not explicitly
content.
