To my knowledge, it's just for consistency - looks funny in admin when some modules use "Module Name" and others use "Module name".<br><br>Incidentally, <a href="mailto:development@drupal.org">development@drupal.org</a> would be a better spot for module questions than <a href="mailto:themes@drupal.org">themes@drupal.org</a>.<br>
