[translations] Not allowed to commit translation

Hi!
I can no longer commit changes to the Swedish translation:

** Access denied: zoo33 does not have permission to commit files in:
** contributions/translations/sv

I thought anyone could commit changes to translations regardless of  
whether or not you are the maintainer. I used to be able to commit  
changes right after I got my CVS account.

Whats's going on?
