There are *dozens* of applications in "Needs Review" through.

If you think a project application is ready, mark it RTBC (making it obvious you've reviewed it)

http://drupal.org/node/1110918 gave permissions that are needed to two more people, so I think we can expect progress in coming days with final approval on the RTBC-level applications.
