http://drupal.org/node/1110918 gave permissions that are needed to two more people, so I think we can expect progress in coming days with final approval on the RTBC-level applications.

Again, I am new to the community, so perhaps just waiting is what folks do, but that doesn't seem a very encouraging way to get new people involved.
