FWIW: when I applied for a Drupal CVS account, I didn't end up getting it until nine months later.
After the initial review (which happened in April), I did the suggested changes, and didn't get another review until August. It went back and forth like that.

My advice: Get all your ducks in a line before you even apply; and be very, very patient.
