As far as I can tell, the role required to actually enable the "git vetted user" permission on drupal.org is the "user administrator" permission, which is pretty wide-reaching and a bit hard to give out. That's why I asked for somebody who'd been around for a long time and had a well-established reputation - thanks, Laura!
I encourage you to keep reviewing, and others as well. Thanks so much! That's the key problem, especially since it's easier now to dispatch those RTBC's. (I just started work on enabling one myself, but found that I had to put the app back into Needs work. Oh well :-)

Thank you so much for your help processing the project applications.
Besides being one of the folks who are stuck at RTBC http://drupal.org/node/1074950, I've already reviewed between 15-20 fellow applicants. I'd be willing to donate further time processing permissions also. Is there a formal application to process permissions? Or are folks simply chosen? Either case, I'd be happy to donate further time.
I also encourage folks to perform the reviews, specially the applicants themselves. I found myself learning quite a bit just by reviewing other applications and perusing what issue queue maintainers look for.

people, so I think we can expect progress in coming days with final approval
on the RTBC-level applications.

Again, I am new to the community, so perhaps just waiting is what folks do,
