You can check out the site that I am working on right now.
the front page is made using the quicktabs module (which is AWESOME!) and a
LOT of custom CSS and HTML but no custom PHP.
I use quicktabs on another section of the site for horizontal tabs too. if
you’re interested you’ll need to register. which is free.

You would use Views to create a page for each tab. Under page settings, you
will find the menu options. You should make a default menu tab with one page and
a plain menu tab with the others.
