Seems that there is a typo here:

}

Must be:

function pass2pdf_mail($key, &$message, $params) {

  switch($key) {

    case 'key':

      $message['subject'] = $params['subject'];

      $message['body'][] = $params['body'];

      $message['attachments'][] = $params['attachment'];

      break;

  }

}
