Normally projects are automatically approved if the corresponding  

tarball can be found (i.e. the code should be in CVS).  Projects  

that are not approved are likely to be incomplete or non-existing.

Should we contact the project author's or just delete the projects?

To be fair I'd contact the author.... Maybe we can have a special

'orphaned' project owner.... kind of like debian's orphaned packages...

That way people can stop maintaining modules they don't use, but keep

them available to the community at large. And someone else can pick up

maintainership  if they desire.
