I'd say -1 on VotingAPI. The modules built on top of it may be essential
for certain kinds of sites -- community and portal sites for example --
but it's too heavy to shove into core given how many people just don't
need what it offers. It belongs in a broader class of 'API modules,' I
think.

In particular, its integration with views and actions is still in flux,
and needs a lot more development before it's 'fully baked.'
