It's just a service which takes the original page and shows a modified copy of it, on the fly. Entertainment. 'Chef' translation is quite old (about 15+ years, at least) and was often called 'Swedish Chef' (which makes the context more clear, actually, than just 'Chef'). There are many other "translation" modes (and much software to do it...I have several on my Mac). -- inkfree press

LOL it wasn't a lot of work, it's the Swedish Chef parser. They're actually converting drupal.org to Swedish Chef speak on the fly. You can put any URL in the place of www.drupal.org in that link and get the same effect. It's just an amusement. IIRC, that site also does similar for Pirate speak and a few other funny things.
