When editing a node that has an attachment, there's a text URL under the description text field to the location of the file. Is there a particular reason that's not in a clickable href tag or doesn't have a little download link next to it? Is it so you don't click it and risk loosing changes you've made?

I think that's exactly the reason. I think it's just put there so if you're uploading an image file you k now what to put into the <a> or <img> tag.
