When I said anonymous users are not allowed to access content I did not mean that also applied to the home page. What gives?

So, give anonymous usesr 'access content' permission. All that means is that they can view pages. Remember that you're use case is not Drupal's only use case; some people want private web sites and for those people they do not give anonymous users 'access content', that is reserved for 'authenticated users'.
