(Community Tags is limited to free tagging vocabularies.) This module began as a patch on community_tags, see issue #140964. The patch was postponed pending improvements to Drupal core taxonomy. Community Tags Regular Vocabularies is written to facilitate future merging back into Community Tags when that is possible.
