It will be possible to have site-wide permissions (nid == 0) and project-only permissions (nid = $nid), and which one of those two modes is actually used will be determined by a settings variable. That's the plan, at least. Enough to get versioncontrol_cvs.install's database schema clean enough for an initial commit.
