I now position the nodewords fieldset at weight 20 (so it should appear, by default, just before menu, etc). Buttons for taxonomy, view and panels edit pages are placed at weights 40, 45, 50 and 55, similar to the weights of these buttons in node edit pages. Backport to 4.7.x.
