Don't know of any backup/restore module/utility, even for drupal/mysql.Possible tools to use:
- Bash/cron scripts to backup the database; postgres tool for restore (commandline) http://drupal.org/upgrade/backing-your-site-command-line
- Drush can backup the database (should work for postgres too!)
- Aegir knows a backup & restore site function.....
