That sounds very formal, I was thinking more of a step by step type of thing, or maybe I am misunderstanding but I will happily contribute the code, it wasn't that tough.

My understanding on this you:
1) Create a sandbox for it on Drupal.org
2) put your code in the sandbox.
3) File an application for it to be promoted to a project (see
http://drupal.org/node/1011698 )
