Not sure where the top of the block or region is but I had a similar issue and tried this: margin-top: -24px;  in CSS with success.

Folks:
I am using the Nicemenus module to make dropdown menus for the main menus in Drupal 7.12. I set the config for the Nicemenu to have no block title in the "Main Menu Links" block, and it's set to <none>. But, there is still space for the title on the page. Obviously, ugly.

You can see the page at;

How can I get the navigation menu to originate at the top of the block?
Best,
Bill
