It's not a direct solution, but you can pull the content of any block into any place. Create a block of your chosen name, then call up with php the content of the navigation menu block. That's the general approach I used on the BlogHer.org navigation block (called "shortcuts" there).

The answers are in the php snippets area of the handbook.

It occurred to me that each custom menu is a block.  So, one could write xhtml code to create a menu of their own, by creating a new block.  I'm not sure how to tell a block not to print/display it's title.  Interesting idea though.

Makes me think of the main Navigation menu.  Can one change the title to Main menu instead of it displaying your username?

hmmm that's an interesting idea. I may do that until I can rewrite the
menu mod to allow me to go to outside sites (or upgrade to 4.7). My
conserns are 1) can't get it in nice menus that way. 2) will I be able
to style just one block different than the others? (ie how do I make it
so that the Title of the block, and *only* this block, isn't printed?)
