It's been a couple months I think since I've used what ever system is
running there (privatemsg?), and my memory is quite falable, but this
behavior does not seem perfectly normal.
drupal.org does not run privatemsg. Your contact tab simply emails to the email you have on your account. Not being able to access your own contact tab is normal. I believe it's a spam prevention thing (so you can't change your email and spam someone that way)
