I've used the fla-shop.com map to display our worldwide distributors. Works great & non-techie friendly. I also have different versions of the world map for each of our products (since not all distributors sell for all products: http://www.flow3d.com/sales/sales-flow-3d-distributors.asp ). Dmitri, who I contacted for support, was very helpful and quick to respond to my requests.

Maybe Google Maps? There are some JS codes out and about. I found this
with a simple search http://www.fla-shop.com/us_states/usa_locator.php
but it isn't free however they do have a free demo. I also found
http://www.redhat.com/about/where-is-open-source/activity/ but maybe not
what you want. And then there is the HOWTO
