If you don’t have something else that is working with the
filters you should look at admin/settings/fckeditor
and more specifically the visibility settings for a profile.

I re-install FCKEDITOR and now I only see the editor when I
create content for "chat room"
The editor does not display for creating pages, story or anything else.
I have gone several times back to the FCKEDITOR configuration and I do not see
where I can turn the
editor on for all content.
Any ideas?
