I know that I am able to %uid, so I have the id, can I use php code inside the message body to display the username?

I think you need a 'Tokenized email' in the advanced area. That may require the tokens module, though. Hope that helps.

When I am configuring an action in /admin/settings/actions/configure/
I want to include the user triggering the action as part of the action's email

I tried '$username', '%username', since they work with "Send an email..."
type action, but it did not work with the "Send email to all user in a specific role(s)" .
