I'm looking for a way to set comment permissions per content type AND per role. E.g. role x can access comments on content type a, role y can access comments on cotent type b.

when you have created different roles, each role should show up on the Permissions page across the top, both in Drupal 6 and 7. Each role has its own column in which you can assign permissions, specific for that role.

Yes. Under Content Type, you can choose comment permissions for each
content type. If you are using D7, its a bit different.
