I just use CSS to disappear it with the aid of the Firefox web developer plugin. You can get the class and id information of any element on the page with that plugin. All blocks have class information specific to their number (so it would be something like "block-block-8). once you have that information all you need to do is add it to style.css with a "display:none" and, voila! it's gone.

After the block is added to the right region of the panel, click on the configure link on for that block ont he edit panel page. then Check the override title, but leave it blank.  I've removed titles from blocks many times using this technique.
 
If that doesn't work you may need to file an issue with the panels project.
