Hi
I've cleared all the cache tables with phpMyAdmin. I've cleared the browser cache. The HTML help text is still there. True also on another site.
I'm running drupal 5.7.
Any other ideas?

Are you sure it's not a page caching issue? It could be that it is
indeed turned off but will take a bit to clear out of the cache.
