What Laura's saying is that
when you are in the blocks admin setting it
to <none> is theme dependent - so make sure you are on the tab
for your theme when setting the block settings or else it won't work -
another way to put it is if you set the block heading to <none>
in Garland the header won't show up in Garland but it will still show
up in Abac.

When working in the /admin/build/block page, check the tabs at the top
of the page to make sure that the theme you want is selected.
