This generally happens when the connection string for a database thinks that it is pointing to an empty DB. A DB with no drupal tables installed, or when it cannot find the sites settings php file for a database. I would verify permissions in the sites/site.name.test or verify that your sites/default folder points to a valid db.   Then clear browser cache and revisit.

I have a site that is running Drupal 7.17 with a very standard set of modules and CiviCRM.  When I upgrade the site all pages are redirected to install.php.  

 

I have checked and my sites folder is configured correctly and I have tried looking at the .htaccess files and anything else I could think of.  I am at somewhat of a loss here.  

 

Any help is greatly appreciated.
