I did try to do convert a chameleon theme with quiet good results http://virtuallyjewish.com/manuediting/

 

but I think for a complete change there are some .css outside of theme to be changed (for example the  thin line the supposed to separate the left (well now it's right) column.

Zohar as you said it will be great to have a core RTL in Drupal 6 and  be able to use all those great themes straight away.
