After the block is added to the right region of the panel, click on the configure link on for that block ont he edit panel page. then Check the override title, but leave it blank.  I've removed titles from blocks many times using this technique.
 
If that doesn't work you may need to file an issue with the panels project.

Is a 2 col Panel stacked without content on the middle cols, only on top and bottom.
 
Can anyone help me?
